Winter Tires in Quebec: Mandatory Dates and Rules

Quebec winter tire law: mandatory dates (December 1 to March 15), fines, tire types, and how to choose and maintain your winter tires.

Winter tires have been mandatory in Quebec since 2008, from December 1 to March 15. Here is everything you need to know to follow the law, choose the right tires and save money in the long run.

1. The law in brief

  • Mandatory period: from December 1 to March 15.
  • Required symbol: snowflake on a mountain (“Mountain Snowflake”) or M+S symbol (acceptable but less effective).
  • All passenger vehicles registered in Quebec, plus rental vehicles.
  • Exempt vehicles: recreational vehicles, certain taxis, snowmobiles.

2. Fines

Driving without winter tires during the mandatory period: $200 to $300 + fees. The fine also applies to the driver of a rental vehicle that is not equipped.

3. Winter tire vs all-weather vs “all-season”

Winter tire (recommended)

Made of a special rubber compound that stays flexible below -7°C. Braking distance 30-50% shorter on snow/ice.

All-weather tire

Acceptable under the law only if it has the “Mountain Snowflake” symbol (rare). Most all-weather tires only have the M+S symbol: less effective in winter, but legal.

“All-season” (M+S)

Legal in Quebec, but average winter performance. To be avoided for maximum safety.

4. How much does it cost?

  • Quality winter tires: $600-$1,200 for a set of 4.
  • Installation: $80-$120 per changeover (twice a year).
  • Dedicated steel rims (recommended): $200-$400, saves $80/year in mounting on the rim.
  • Storage: $50-$100 per season if you do not have the space.

5. Choosing the right tire

A few important criteria:

  • Speed rating: must match your vehicle.
  • Load index: the tire's weight capacity.
  • Compound: soft rubber (better grip) or hard rubber (longer life).
  • Type:
    • Ice (Bridgestone Blizzak, Michelin X-Ice): maximum grip.
    • Performance (Pirelli Sottozero, Continental WinterContact): for sporty vehicles.
    • All-round (Toyo Observe, Goodyear Ultra Grip): good compromise.

6. Maintenance

  • Check the pressure monthly (a drop in temperature reduces pressure).
  • Rotate the tires every 10,000-15,000 km for even wear.
  • Replace them if the tread depth is below 4 mm.

Summary

In Quebec, winter tires are mandatory from December 1 to March 15. Investing in real winter tires (mountain-snowflake symbol) with dedicated rims is well worth the difference in safety and long-term savings. Not negotiable if you want to drive safely in winter.
